Futures are trading near their worst levels. Canada unexpectedly left its benchmark rate unchanged at 3.00%, most expected a 25 basis point cut. Overseas markets are under pressure, with the DJ Euro Stoxx is down 0.7%. In Asia, Hong Kong's Hang Seng fell 4.2% and Japan's Nikkei slipped 1.1%.
